Tbilisi City Hall has fined the contractor rebuilding Rustaveli Avenue, Smart Solutions, for the sixth time over missed construction deadlines, according to monitoring reports cited by News.ge. The latest penalties total 8,694 GEL and cover all three sections of the avenue under renovation, confirming that the project is behind schedule.
Inspections found that earthworks due for completion by 20 September were still unfinished as of 22 October, while construction of structural elements scheduled for 10 October remained incomplete by 23 October. Smart Solutions is working on all three lots of the Rustaveli Avenue rehabilitation project, which began on 23 July under a 100-day, round-the-clock contract originally valued at 19.8 million GEL. The contract value was increased by 725,669 GEL on 13 October and now exceeds 20.5 million GEL.
Other companies are also working nearby: AWARD and Newcons are rebuilding sidewalks from Chovelidze Street to Rustaveli metro station, Georgian Water and Power is replacing water and sewage pipes with a 12.5 million GEL investment, and Tbilisi Energy is upgrading the gas network with a 3 million GEL investment.
